Senate passes phosphorus ban for lawns

Madison - The state Senate unanimously passed a bill Tuesday that would ban phosphorus in lawn fertilizer, saying it fuels algae blooms in Wisconsin's waterways.
The vote returned the bill to the Assembly, which is to approve one Senate change later today and send it to Gov. Jim Doyle, who is expected to sign it into law.
Sen. Mark Miller (D-Monona) said the phosphorus ban in lawn fertilizer was overdue and noted that the sale of detergent with phosphorus was banned years ago. "It is time for us to take this step, help protect our lakes," Miller said.
Under the bill, phosphorus can be used on first-time lawns and if a soil test shows that a specific area has too little of it. Retailers would post signs saying that fertilizer with phosphorus can also be purchased, but only if used for those purposes.
The phosphorus ban does not apply to farmland.
It would also not affect fertilizer made by sewerage districts in cities such as Milwaukee and Madison.
