The sole purpose of Senator Feingold's visit to Wolske Bay located in Menomonie, WI is to meet with TMLIA's Board of Directors to discuss options to clean up the Red Cedar Watershed Basin. Being the focus is not political in nature, we hope that Republicans, Democrats, and Independents show their support and attend this event. Your support is critical, as we need to give Senator Feingold a lasting impression that we have "total community support". The entire program will last approximately one half an hour and should be concluded by 4:30pm, as Senator Feingold has other commitments later in the evening.&lt;br /&gt;&lt;br /&gt;In addition, on Sunday August 30th, we are hosting a pontoon ride for several area State Senator's, State Representatives, and Local Community Leaders. If you are unable to attend the event tomorrow, feel free to join us on Sunday afternoon at Jake's Supper Club at 2:00pm, located on Tainter Lake. We already have several confirmed attendees, so this will be another great event to show our law makers that we do care about our lakes and streams.&lt;br /&gt;&lt;br /&gt;The TMLIA has renewed energy and a newly created strategic plan in place to accomplish our goals over the next ten (10) years. We are not asking anyone to make a determination as to whether anything can be done to clean-up our area lakes, rather remain neutral and attend this event as a sign of support for the TMLIA, Area Business's, and Menomonie's Commerce and Tourism Industries.&lt;br /&gt;&lt;br /&gt;Our Board Members and Committee Chairs are very passionate about what they do, and I assure you we are making great strides toward short term and long term solutions that will benefit our community, business, and our grandchildren for many generations. One of our "strategic plan items", is to gain total community support and to be able to call on the community leaders for support during "critical events". Xcel Energy and the Wisconsin DNR provided the financial resources to cover the costs of renting a no-till soybean drill, no-till corn planter, and analyzing soil samples, while Dunn County Land Conservation and River Country RC&amp;amp;D provided technical assistance.&lt;br /&gt;&lt;br /&gt;This grass-roots pilot project, called the "Phosphorous Reduction Project", enabled local farmers, with the assistance of a steering committee, to design and implement a project that aims to improve water quality in the Red Cedar River Watershed. In 2007 and 2008, the steering committee conducted a series of surveys with active farmers within Grant Township to assess why existing conservation programs are not being utilized. The survey results and community meetings held at the Town Hall, indicated that the farmers were most interested in adopting practices associated with conservation tillage, no-till planting, and nutrient management. A recent study within the Red Cedar River Watershed confirmed the farmers’ ideas, and suggested that conservation tillage and nutrient management would bring the greatest reduction of nutrients and sediment entering local streams, lakes, and rivers within the Red Cedar River Watershed.&lt;br /&gt;&lt;br /&gt;Twenty one landowners, representing 2,315 cropland acres, participated in the pilot project this spring. Eight producers planted no-till corn on 236 acres, four producers planted no-till soybeans on 400 acres, and fifteen landowners soil tested 1,680 acres. A field day held on June 30th ,2009 allowed farmers to evaluate several crops associated with different no-till planting scenarios. Two Township farmers with 30 years of combined no-till farming experience hosted 33 people on their farms for the day and shared their successes and challenges with using no-till farming practices.&lt;br /&gt;&lt;br /&gt;Planning for the next phase of this project has already started, and future participation is expected to increase. Jim Doyle, who is expected to sign it into law.&lt;br /&gt;&lt;br /&gt;Sen. Mark Miller (D-Monona) said the phosphorus ban in lawn fertilizer was overdue and noted that the sale of detergent with phosphorus was banned years ago. "It is time for us to take this step, help protect our lakes," Miller said.&lt;br /&gt;&lt;br /&gt;Under the bill, phosphorus can be used on first-time lawns and if a soil test shows that a specific area has too little of it. The bill has been referred to the Senate Organization committee. We anticipate this bill will go to the floor of the Senate for a vote later this month. The full Assembly has already passed this bill. &lt;br /&gt;&lt;br /&gt;SB 5 would prohibit the display, sale, and use of lawn fertilizer containing phosphorus, with certain reasonable exceptions. This bill is modeled after Dane County's existing and successful county ordinance.&lt;br /&gt;&lt;br /&gt;The Assembly Natural Resources Committee held a public hearing on the slow-no-wake bill (SB 12) this week. The Committee has scheduled an Executive Session on the bill for next week, and we anticipate that the bill will advance to the full Assembly. The full Senate has already passed this bill. &lt;br /&gt;&lt;br /&gt;SB 12 would establish a slow no wake zone within 100 feet of a lake’s shoreline for motorboats. An opt-out provision for local governments is included. In the process of exemplifying “things that did and did not work,” they will also speak about the “strategic plan for lake management,”&lt;br /&gt;&lt;br /&gt;TMLIA approved a strategic plan at its Feb. 10 meeting in which the presentation is slated to discuss when it attempts “to identify a path and a role within the larger effort to improve the water quality” of the basin.&lt;br /&gt;&lt;br /&gt;The plan sets the goal of the waters being “clean and safe” by 2018 by World Health Organization standards. To get to that level, there is a proposed reduction of phosphorus levels by 45 percent.&lt;br /&gt;&lt;br /&gt;Direct action proposed in the strategy includes creating buffer zones and gardens by standing water and conducting research on new ways to reduce pollutants, such as eliminate phosphorus in lawn fertilizers. Strategic plan committee chair Dick Lamers remarked, “To be successful, we’ll need the entire community of people living in the Red Cedar Basin engaged and contributing to meet our goals.”&lt;br /&gt;&lt;br /&gt;Current TMLIA President Robyn Morin said that the public “has to get involved,” for any success to be seen. “One or two people are not going to improve the lake,” she added, describing it as “a precious resource.”&lt;br /&gt;&lt;br /&gt;According to Morin, the perception that the lake is lost is “completely wrong.” The DNR told the TMLIA that the quality of the basin can be improved in two years if the community gets involved.&lt;br /&gt;&lt;br /&gt;TMLIA Secretary Glenn Steinbach “respectfully invites farmers, developers, and shore owners, other lake associations and conservation groups” to attend the March 10 meeting.&lt;br /&gt;&lt;br /&gt;In an e-mail, he wrote, “The goal is not to attend the meeting with the intent on pointing fingers and making accusations. By studying this information, BEOH staff will be able to better understand and quantify the public health problem posed by harmful algal blooms (HABs), raise awareness of these problems, and inform efforts to prevent exposures from occurring.&lt;br /&gt;&lt;br /&gt;The HABs program is partnering with the Wisconsin Association of Lakes to collect case information about human and animal illnesses or deaths.  BEOH staff are asking members of local lakes associations to notify them of any known or suspected human or animal exposures to cyanobacteria that may have resulted in illness or death.  Animal exposures can include pets, livestock or wildlife such as birds and fish.&lt;br /&gt;&lt;br /&gt;The HABs team will be collecting information about symptoms and any treatment received or provided.  They will also collect exposure information, and may seek to quickly collect environmental samples.  While individuals experiencing symptoms of cyanobacterial exposure should seek medical attention, general information and referral on health issues related to harmful algal blooms is available from BEOH staff.&lt;br /&gt;&lt;br /&gt;Cases can be reported by calling (608)266-1120 or by visiting www.Tinyurl.com/bluegreenalgae and leaving your contact information. This event is free and you can register online at &lt;a href="mhtml:%7B1CE66899-8FBB-43C7-A08A-F2B19925D9B0%7Dmid://00000174/!x-usc:http://www.conservationvoters.org/" target="_blank"&gt;www.conservationvoters.org&lt;/a&gt; (RSVP by Feb 13th).&lt;br /&gt;&lt;br /&gt;On Conservation Lobby Day, you will speak to both your state Representative and state Senator about key conservation issues. In addition, you will receive skill and issue trainings that you can take away and apply when advocating back home. You will also have the opportunity to meet and network with others that share your conservation values.&lt;br /&gt;&lt;br /&gt;By taking the time to communicate with your legislator you have the opportunity to educate your legislator about the details of lake related bills, how those bills will affect the resources and people in their district, and ask for their support and vote for Conservation Priority issues.&lt;br /&gt;&lt;br /&gt;This year's Wisconsin Conservation Priorities feature four issues that are important to the future of Wisconsin's lakes:&lt;br /&gt;&lt;br /&gt;Preserve groundwater&lt;br /&gt;Restore an independent DNR Secretary&lt;br /&gt;Regulate industrial waste spreading&lt;br /&gt;Take action on global warming&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Preserve groundwater&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Declining water levels on many Wisconsin lakes across the state have prompted increasing concern over groundwater management and high capacity well pumping. Whether these wells are located near or far away from the lake, they can dramatically influence the groundwater flow through the lake, affect lake water levels, and impact water quality and lake ecosystems.&lt;br /&gt;Groundwater feeds most of our lakes, rivers and streams. Groundwater plays a major role in seepage and groundwater drainage lakes, supplying all or most of the lake's water. Other types of lakes may have other sources of water besides groundwater,—including rain and snowmelt, runoff, and streams and rivers (which may be sourced by groundwater themselves)—but groundwater affects all lakes.&lt;br /&gt;&lt;br /&gt;But Wisconsin's current groundwater law fails to protect 99% of the state’s lakes, 97% of springs, 92% of rivers and streams, and 100% of wetlands. Under current law, only those lakes designated as ORWs (there are no lakes designated as ERWs) are covered under the statute. Currently there are 97 lakes and 6 flowages designated as ORWs.&lt;br /&gt;Our goal is to pass legislation revising current groundwater law that ensures the protection of Wisconsin surface waters (lakes, rivers, wetlands, and springs) while balancing competing demands (drinking water, industry, and agriculture).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Independent DNR Secretary&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The Wisconsin Association of Lakes supports the return of appointment authority for the DNR Secretary to the Natural Resources Board. It is in the best interest of lakes and all the people who enjoy boating, fishing, swimming, and living on lakes to have the DNR Secretary held solely accountable to the needs of the resource, the mission of the Department, and the guidance of the Natural Resource Board. Our lakes need effective leadership over time. Improving Wisconsin natural resources management means entrusting decisions to professional natural resource managers. Restoring the independence of the DNR Secretary is one needed step to ensure natural resource management decisions are made without undue political influence.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Regulate industrial waste spreading&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The practice of spreading industrial and municipal waste on to farm fields can lead to contaminated drinking water and pollution making its way into our lakes from groundwater or runoff. In some areas of the state, farm fields sit on top of fractured, porous rock (Karst) that act as direct conduits to send industrial waste into our drinking water supplies.&lt;br /&gt;Wisconsin’s regulations governing the land application of waste are among the weakest in the Midwest. Some industries are using our land as their dumping grounds and industrial waste is even being imported from other states to be spread over Wisconsin land. Existing regulations need strengthening and lands with high risk of groundwater contamination need to be mapped to avoid problems in the most sensitive areas.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Global Warming&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Scientific observations indicate that global warming may already be having an observable effect on local lakes. Our lakes are freezing later and thawing earlier, more unusual and extreme events are occurring, and there's greater variability in water levels. Wisconsin does not need to be a passive victim. But it does mean we have to act now. Would you like to use public landings and beaches free of signs warning of toxic cyanobacteria? It can be done! The Tainter/Menomin Lake Improvement Association (TMLIA) would like to show the public at an open meeting how they think it can be accomplished. The Association will be hosting this important meeting on Tuesday, February 10 at the Tainter Town Hall beginning at 7:00 PM.&lt;br /&gt;&lt;br /&gt;Your Lake Association is undergoing a crucial restructuring process. Part of this process includes the formation of a strategic planning committee which is setting long range guidelines for the Association. The vision is to make our area water quality clean and safe by the year 2018. This committee is being directed by chairperson Dick Lamers and Association president Robyn Morin. The committee has met numerous times during the past three months in groups ranging in size from six to 16 Association members and non-members.&lt;br /&gt;&lt;br /&gt;"The strategic plan contains the details or tactics the committee believes will be needed to start our journey and successfully meet our Vision and Mission by 2018," said Lamers. He presented the strategic plans vision and mission statements to the Association Board of Directors at the January 13 monthly meeting. Following discussion and minor changes both were unanimously adopted by the Board.&lt;br /&gt;&lt;br /&gt;The next major step for the committee is the February 10 meeting when it will present the strategic plan that includes the numerous goals, objectives, strategies and tactics needed to make area waters clean and safe. "Comments are welcome and individual participation will be critical to moving forward. Please join us and know that everyone is welcome," added Lamers. " I want to thank everyone who participated in the development of this strategic plan. It is our water, our future and the future of our children. By working together we can make a difference."&lt;br /&gt;&lt;br /&gt;The Association's strategic plan will address water quality issues throughout the Red Cedar River Basin. The success of the plan could have a far larger positive affect than people may realize. High nutrient and pollutant levels from upstream travel downstream to our area lakes where they collect in those inpoundments until water conditions are right for the green algae (also known as cyanobacteria) to bloom. Explosions of algae blooms can turn water to pea-soup consistencey, form floating matts that can create strong odors and turn blue-green in color and deplete oxygen levels as well. High algae blooms have been know to cause fish kills or become toxic to animals and humans. As the water continues downstream the load increases at the confluence of the Red Cedar River and the Chippewa River. The nutrient load continues to mass in the Mississippi River until it ultimately empties into the Gulf of Mexio. Once there the high nutrient loads and pollutants create what is known as the "dead zone" (1).&lt;br /&gt;&lt;br /&gt;The "dead zone" is only one example. Green algae clogged waters now appear throught our state. Castle Rock Petenwell Lakes on the Wisconsin River is one of the most recent and is similar in nature as is Lake Chetek which is a part of the Red Cedar Basin. The problem exsists throughout the United States. Two prime examples are; the "Klamath River" (2) and the "Chesapeake Bay" (3), (4), (5). Green algae problems and dead zones are present around the globe (e.g: Black Sea). Formerly competitive groups are now coming together to clean up the Klamath River. Twenty-five years of clean up efforts on the Chesapeake Bay have failed because competitive groups will not join forces in a common cause and government funding promises have fallen short.&lt;br /&gt;&lt;br /&gt;Stakeholders of the Red Cedar River Basin can fight or put differences aside to join in a common cause. The first step may be attending the TMLIA meeting on February 10.&lt;br /&gt;How to connect with the TMLIA&lt;br /&gt;&lt;br /&gt;As part of it's restructuring process the Tainter/Menomin Lake Improvement Association's web site is under construction and redevelopment. The Association wants to connect with groups and citizens of like interests and concerns.
